Fix Outlook 2003/2007 viewing Bugzilla UTF-8 Bugmail Mail issues

This may fix some old Windows mail client (e.g. Microsoft Outlook 2003 or Outlook 2007)
being unable to auto-detect charset/Unicode issue. @ Bugzilla version 4.4

Method #1: Using Text Only Mail Notification

Preference --> General Preferences --> Preferred email format :: "Text Only"





and/or





Administration -->  Default Preferences --> Preferred email format :: "Text Only"

Method #2: Append '; charset=utf-8' after each MIME multipart Content-Type: text/html
