因為是在 Hinet 的節點 Latency 才暴增。

Seednet 企業型光世代固定 IP
latency 前一陣都還算可接受，但是到 2012/11/20(十一月底)左右時開始出問題
直接連 {Seednet --> 目的地}
Latency 在 Seednet 內正常，但到了 Hinet 後突然暴增 10 倍，且容易掉封包。
這是誰的問題？ Hinet or Seednet？
