Here is my test @ Linode 512
It took about 15+ Minutes (or, 947 Seconds) to finish the disk resize.
That is to say...

Original Disk Size = 19 GB
Resized Disk Size = 23 GB
Existed Total Files Count = 110,000 Files
Existed Total Files Size = 15 GB
(1) 110,000 / 947 Seconds = 116 Files Per Second
or
(2) 15 GB / 15 minutes = 1 GB / per minute
15360 MB / 947 sec = 16 MB / per second
This is a little bit longer than I expected,
maybe using "attached disk image" would be an alternative solution to reduce downtime.
